CISP Background in Protection sector in Somalia

Comitato Internazionale per lo Sviluppo dei Popoli (International Committee for the Development of the Peoples) -CISPis a Non-Governmental Organization established in Rome in 1983 and currently active in over 30 countries worldwide. CISP has been working in South Central Somalia since 1983. Through five field offices (Ceel Dheer, Xaradere, Dhuusamareeb, Galkayo and South Central Somalia) CISP has implemented projects in health, education, protection, livelihoods, Culture and WASH.

In the Protection program, “**Promoting rights, protecting women”**project aims at improving the response to and prevention of Gender-Based Violence (GBV) in three districts of Mogadishu, through a multi-faceted approach which includes capacity building, support to service provision, awareness activities and advocacy. Through in- depth conflict analysis and research work, understanding of the linkages between the conflict in Somalia and the social norms related to GBV will be deepened. The project puts this knowledge into practice while strengthening the local systems of referral, prevention and response to GBV at district and community level. Through capacity building and strong collaboration with local government and civil society actors, the project strengthens the response itself, by supporting the provision of a holistic package of services to survivors, including medical, psychosocial, legal support and economic empowerment. At the same time, it develops community-based prevention strategies by identifying and addressing social norms related to GBV by involving key community actors. The target groups of knowledge enhancement and awareness creation is the wide community with focus on men and boys. Finally, the project supports these local initiatives by conducting advocacy actions geared towards the establishment of legal framework against GBV at the national level, while seeking international backing in doing so.

Job Purpose

The consultant will support the advocacy, awareness and capacity building component of “Promoting rights, protecting women**”**project which aims at improving the response to and prevention of Gender-Based Violence (GBV) in three districts of Mogadishu. In particular he/she will be in charge of collecting stories on how Somali women and girls with protection concerns cope with challenges, build resilience and succeed in overcoming obstacles, editing and compiling an anthology of their voices.

Description of Work and deliverables

The implementation of the work should be under supervision and guidance of the Regional Protection Program Manager and shared with all the stakeholders involved in the project before approval. The description and deliverables of the work to be performed by the consultant will be the following:

· Develop tool in English that will guide interviews and Hold one training and planning session on how to conduct interviews to men, women, boys and girls involved directly or indirectly with women and girls with protection concerns with the support of CISP Somalia protection team

· Compile the interviews into one anthology of Somali Women and Girls. The anthology shall follow the models such as the 50 women anthology series (www.jessicabuchleitner.net/50-women-project) or the book of secrets.

· Supervise the production of the anthology, including editing, layout and possible incorporation of illustrations.

Phase Description Timeline

1st phase

By 20th Sep 2015- Develop methods and tools; Conduct one training/planning session on how to conduct interviews. (the tools will be translated in Somali) in collaboration with CISP team

2nd phase

By 31st October 2015 - Gather the stories collected on the field in Somali and translated in English, edit, and compile them according to the script structure agreed upon with CISP

3rd phase

By November 2015 - Supervise editing phase, layout phase and finalization of the product.

Required qualifications

  • University Degree in relevant fields, MA/MSc/MBA preferred
  • At least 3 years of progressively professional experience in the Protection sector
  • Proven experience on development of anthologies of women and girls (focus on protection concerns a plus)
  • Experience in working with communities and in particular with youth and women
  • Able to establish and maintain effective and meaningful working relations with different stakeholders
  • Excellent spoken and written English with ability to write relevant documents and reports
  • Proven ability to work in team
  • Excellent communication skills
  • Innovative thinking and adaptability Availability to travel to Nairobi and Somalia for missions

  4. Indicate previous Work Experience.
  5. The Consultant shall bear all cost of preparation and submission of the proposal up to the final award.
  6. The Consultant may seek any clarification on Technical and financial matters by notifying C.I.S.P via Email at the address given above not later than 20th June 2015. C.I.S.P will respond in writing via Email only to any request for clarification to the RFP that it receives prior to the closing date of the proposal.
